The leaf before the 4th appointment could of soloed every village by themselves

before the 4th appointment , therefore minato would be alive , itachi was alive really young , kakashi and kabuto were above 10 years old during the time period of appointing a 4th hokage

Tsunade wasn't active, Kakashi, Itachi, & Kabuto were hardly capable of taking on Iwa & Kumo's heavy hitters, Root is made up more of spies and assassins than ppl who are built to last in a drawn out duel, and i really doubt Shisui or Kushina would be a real issue for either village. Danzo wouldn't even have Sharingan, seeing as though the massacre didn't happen until after Minato died.

Itachi , shisui , ao and fuu aren't ordinary children and should be regarded as ninja who can take out jounin level ninja although they cant do the heavy lifting such as taking out kages at the time . The still big boost in military power as itachi and shisui skill with shringan as children would be a deciding point

with that logic you still have oro , minato and jiraya who are mid/high kage level with hiruzen guarding the leaf even if you nerf and go by your logic . The leaf power would still be too much for all the other villages

prime onoki and prime sandaime raikage are stronger than hiruzen. the feats shown by hiruzen arent that impressive
