Actually, I'm pretty sure she has full control over her DF abilities.
She should be fully capable of enabling and disabling the ability to turn people into toys with a touch.

yep i also thought of that , but why would she do that? it's better off to turn enemies into toys.

edit: after re-reading the translation of mangareader , it appears that you are right , she underestimated the enemy , idk why oda would do that

If she would have transformed Usopp, she would have all forgotten about him instantly. Kinda pointless exacting revenge on someone while forgetting that person nor that you even wanted revenge.

You could say she wanted to savor the sweet taste of revenge, she loves sweets after all.

That is not the same at all

Because you just named things that are part of a devil fruits powers. What happens after when she turns people into toys is an effect. Sugar has no control over the effect once she put it up.
