Gate Keepers.

When talking about Tiers, and terms like "Kage Level", "Jonin level ", etc I have a personal rule that I like to follow, that its the "Gate Keepers" rule.
Basically, I choose certain shinobi that I consider to be mid terms between tiers, like someone who is above all Jonin tiers, but not strong enough to be considered a Kage? He is the Kage Gate Keeper. If someone can defeat that shinobi he is a Kage level.

In these times I have chosen three Gate Keepers so far:

Jonin Gate Keeper:

You must be registered for see images

Shizune.
Why? She is technically a Jonin, have vast knowledge on her specialty (medical jutsu) but is still below all the other shown Jonin.

Kage Gate Keeper

You must be registered for see images

Darui (on the War Arc)
Why? He is an elite Jonin as an elite Jonin could be. But he still is not tagging with the Kages and did not shown a Technique/skill/jutsu that could put him there.

Demigod (or above Kage level) Gate Keeper

You must be registered for see images

SM Hashirama.
Why? Because SM Hashirama is the strongest character whitout Ootsuki chakra or Eight Gates and is extremily powerfull but not on the ridiculous level that anyone above him is.

blue haired shit with glasses is better choice for kage gatekeeper, dauri beat kinkaku ginkaku edo's by himself, has 2 kekkai genkai, black lightning & storm, during war arc he was on same level as kakashi
