Being Kage Level is subjective.

Shikamaru can be considered Kage Level given his ability to outsmart high S rank Akatsuki shinboi and defeat them with his mind.

All the Kage we know in the manga are without a doubt Kage level so I'm not going to discuss them.

With his War Arc feats I don't. The same way that Chojuro and Kagutsuchi with just War Arc feats aren't Kage Level. But I believe they all reached said level by chapter 700.

In her fight against Madara, Mei used a few strong attacks.

And she has stronger abilities than most elite Jonin like Asuma.

I would put her at least above 4th Kazekage, Kurotsuchi, Chojuro and possibly above Darui, so I would say she is Kage level. I think she could even be a troublesome opponent for Hiruzen.

mei attacks are slow , she hasn't shown any feats of taijustu , her hand speed is slow , she is slow , her durability is weak and stamina she was weak against madara .

she pales in comparison to someone like kakashi , hebi sasuke or kakuzu who have the same ninjustu skill as her maybe even superior kakashi knowing powerful lighting technique and over 1000 justu both kakashi and kakauzu mastered all 5 elements . and both are extremely quick , have great hand to hand , genjustu , hand speed and reflexs and battle experience and intelligence . Kakashi , hebi sasuke and kakuzu have what mei has and more . That's why mei is not kage level against someone like kakashi,hebi sasuke and kakuzu she wont be land her attacks against them because she too slow and her attacks are slow as well and their footspeed is so much more superior to hers. she can beat asuma but she would lose to kakashi,hebi sasuke and kakuzu very low diff

All the generals in the war are Kage Level by feats and portrayal.

Tobirama and Nidaime Raikage were beaten by GinKin bros. Darui beat GinKin bros. That portrayal and feat proves there he is Kage level, even if its low Kage, still kage

there are no static power levels in naruto, only those who transcend the level of ninja.

everything else is arbitrary & the ''kage'' distinction is a useless bias generator - naruto-verse combat is decided by jutsu match ups.

Tbh, 3rd Raikage, Naruto and Hashirama should be a super kages. Tobirama and Minato are on point...Gaara is in the middle and I am not sure about the minimum.

So were going to ignore kakashi , gai and jiraya protecting the village . Naruto and sasuke defeating the one tails also helping defend the whole village . but yeah the 3rd took out the strongest opponent against oro

It's pretty a pretty subjective and abstract concept honestly considering all that can go into a fight like preparation time, knowledge of the opponent, terrain location, mindsets, etc. For instance:

Hidan is widely considered Kage level, albeit in lower tiers. Someone like Shikamaru, who is not inherently Kage level in their shinobi skills per se, can still defeat Hidan with access to what his abilities are, time to set up a counterattack, shit like that. So saying something like "Anybody above Hidan/Neji/Asuma/Darui/whoever is Kage level" is pretty useless in the grand scheme of power placement.
