The mist and the sand
Both countries are weak , in the sand there are clearly the weakest village like no other
the mist sent their best ninja to the summit besides mei ao and the other guy there village is full of fodder also ao lost against danzo boys and the other guy chojo isn't that stronger just gets cheap shots
mei being kage level is questionable as well
the sand village has shown there the weakest their kazekage lost against a rogue ninja from the stone
not one person other than gaara is not fodder the whole sand village couldn't stop or defeat one s rank ninja who uses powerful long distance attacks and save gaara
the cloud and stone both contend for second ,both villages didn't have to send their best ninja to accompany their kage .
The cloud had capable ninjas to go after akatsuki and recover killer bee if he was defeated unlike the sand , raikage could of sent a platoon which consisted of darui , C with other ninjas to fight taka group .
as killer bee and Kitsuchi weren't present although raikage thought killer bee was captured like yugito both yugito and killer bee weren't raikage personal bodyguards .
The cloud have yugito , darui , c , raikage , killer bee, mabui
The stone have oonoki , granddaughter , Kitsuchi , other bodyguard guy ,
then the leaf
there op Naruto , kakashi , yammato , gai weren't even present during the kage summit danzo and his bodyguards were pretty stronger as they went against tobi and sasuke . the leaf needs no discussion on to why there the strongest because there has been so many evidence showing leaf supremacy .
