Naruto's a dumbass knucklehead who didn't even realize he could fly until well after he got the Six-Paths power so it makes sense that he would only use them the way he knew how, to make rasengan variants. I'm honestly surprised he even got the rods. Also, Sasuke's sword would have given him a huge advantage in their taijutsu fight so Kishi was setting up for an even fight when he had Sasuke lose it.
