Sasuke uses Dimensional Shifting for investigation kaguya's traces and sasuke will hardly be able to use it in 1 vs 1 against his enemy.

My question is that whether sasuke will ever get as much strong as VOTE 2 Sasuke ?

This pretty much. OP in Gaiden Sasuke can use Ameno even in cool down. He can use rinnegan techniques that exceeds that of Pain and Nagato normally. With the help of Susanoo Sasuke can even use those techniques on a much larger scale.

The problem with a lot of Naruto fans is they equate massive explosions to power

Lol the three paths he use have a lot more power to offer than he showed at VOTE 2.. One of those powers are two attack and absorb chakra at the same time..
