Yeah, you can talk about that all you want, and you won't be wrong at all. Gai is like a hard worker who earns with hard work. Sasuke is like a rich brat who gets everything handed over to him. In this aspect, I can't argue with you. But looking at the situation as of now and judging by feats, handovers or not, Sasuke is the fastest ninja alive, so much that Gai can't outpace him even with a suicidal move.
