Black zetsu shares traits of the black rods, so he does have all those elements.

But ya, I would rank Black zetsu up there. He has an army of white clones to sap your chakra/life energy and black zetsu can control you at that weakened state. Zetsu wins by using numbers and wearing his opponents down, and considering that spiral zetsu is a white zetsu clone I would count him as well.

Imagine black zetsu attached to the original white zetsu and spiral zetsu with a white zersu clone filling to use Shinsuuju buddah.
