Kuga's right though, it doesn't matter how good his food is if people don't eat it. So if he has a plan, I wonder why he didn't use it yet and why he already moved his car when Kuga was out of supplies? It would have been a good time to monopolize some customers.

The festival has a duration of 5 days I think and this chapter covered the entire first day, so it's not particularly slow nor fast. This series often makes moderate jump forwards in time so that it can focus more on the important parts. I reckon we are not going to see all 5 days of the festival, but we will see two chapters or so focusing mainly on Souma's plan and result.
