Gais strike speed is undoubtedly faster. Ays speed moving from point A to point B is faster.

I'm honestly going by what the manga displayed and 7th Gate Gai's speed was simply far more impressive than V2 Ei's. The idea that Juubidara pissed himself at 7th Gate Gai's speed while Edo Madara easily responded to V2 Ei's Flicker after dodging Mei's Yoton seems to suggest it.
