I don't see him reacting to A's lvl 1 lightning armor speed, Sasuke only did because he has the Sharingan and A was moving in a linear line which is easier for Sasuke to track. A is faster than Gai in 7th gate, he said he was the fastest living ninja now that Minato is dead even though A as the leader of the Alliance looked over every ninja's skills to evenly split the army power for each platoon. All 5 Kages would have info on their ninjas which they use to build ninja teams; the 5 Kages worked together to form the platoons.

This is base Gai, not gate Gai.

Maybe you should. Look at the foes Gai used his gates against. Beginning of Shippuden he went gate 5 and 6 against a 70% powered Kisame clone who's power was 1/4th the power due to Kisame using 3 water clones to suppress Neji, Lee, and Tenten. So 70/4= 17.5% power is what Kisame's clone was at. During Naruto's training with Bee, Kisame was hiding in Samehada for days and when he came out he was weakened. He absorbed some of Bee's chakra but did not have Samehada either which means he can't fight at full power. Gai went 7th gate to beat a weakened Kisame and he didn't speed blitz him or anything.

How do you think Kages build ninja teams for different missions? They need to know what each ninja in their village is capable of. Do you deny this? To build the different platoons of equal power so that not only 1 or 2 get all of the power ninja's, the 5 Kages are going to have to share this info with each other. Tell me how this does not make sense to do and how else they can do the same thing without doing what I said because if they other Kages don't know the strengths and capabilities of different village ninja's then how are they going to put ninja's on each team to balance it out.

Gai's base is Jounin, he used gates 1-7 against weaken forms of a Kage opponent. In part 1 Lee base was genin level yet used gates 1-5 against Gaara who's base is chunin level and Gaara didn't need to use Shukaku power at all. Tell me how Gai is on lvl 2 Lightning armor speed level. Gai, Lee, and A all use Shunshin to increase their speed, Gai and Lee use chakra they gain from opening the gates and A's own chakra is at Bijuu level. A is the only Kage at that time with chakra that high (Tsunade has to store up chakra but her base was never said to be on Bijuu level). Not only does A have high chakra reserves to increase his speed but his lightning armor also increases his synapses speed making it like a flash of light just in level 1
