Obito with Rinnegan hardly does anything..

Gai only gets on the list with 8 Gates which is only a tie breaker/last resort which Gai wouldnt use,only upto 7 gates which is not enough to get on the list.

Example:
8 gates gai could fight against say 3rd Raikage,close combat,yes hes going to win,but he will also die aswell,counting it as a tie breaker

8 gates Gai is a temporary huge plummeting powerup which I dont count tbh,which only resort in a draw.

2 things

I think itachi should be around 5 because itachi never displayed his full power, I mean he could've been really close to Madara's level he had sussano ms and he only used the most spammed jutsu of the Uchiha once and that was right before his death, think how much stronger he could've been if he spammed it like madara and he wasn't sick. Itachi was always at the top of his game.

And second Naruto and sasuke go below hashirama and madara because they died. Sasuke with 2 ems and naruto with km and sage mode.
