Jiraiya is the richest if we go by that and if you're talking the current time, the richest is without a doubt Killer Bee. In the anime the whole Kumo attends his concerts, guy is a music superstar!

The Hokage doesn't own the village, he governs the village. That's like saying the President of the united States owns the country
