That just Kaguya, but Toneri got decent brain/thinking and this up coming Otsutsuki look brain smart. They just suffer lack in character developments compared to Uchiha that recieved developments in more than hundreds chapters.

You cant compared characters that recieved short developments times to the longer one

Why wouldn't he? He was probably been invited by the studio, or won the audition. He had talent. He might like Naruto series as well. i think.
