The only way to defeat Madara is by sealing him with Rikudo CT that Hagomroo had since it is the only seal strong enough to hold the Juubi, Madara is superior in every section except speed and the only reason Sasuke wins in that is because of his Rinnegan tech Amenogikara.

Sasuke has no way to out Madara down and everything is Sasuke's arsenal minus Amenotejikara and Bijuu PS, Madara can do better.

Pretty sure he can use it without Bijuu chakra. Will it be as powerful probably not. But he can use it. You seem to forget Sasuke himself was nearly out of chakra So ofc he wouldn't be able to make it. And then there is still PS six paths jutsu's. Saying PS chidori is his strongest attack is speculation. If PS chidori was his strongest attack the manga would have said it was.

Naruto isn't immune to IT. If we ignore the IT conditions then he still loses unless Magnet Rasengan can do the job.
