Tobirama comfortably wins with access to Gojo. The moment he sets it off would be the moment Kisame dies considering he can't absorb it nor can he tank it, nor can he escape it unlike Tobirama. Scenario 2 is most likely a win for Tobirama since no knowledge on Hiraishin means that Kisame will engage in CQC (as he is a CQC figher, just like Tobirama) and would end up getting outmanuevered by teleportation and marked, which would be the end of him.
