Ahem.
Sasuke lost VOTE 2 because he said he lost. He said he lost because Naruto beat him. Naruto beat him by not letting him have his way. Him not having his way led to Sasuke saying he lost. Naruto saved the world from Sasuke being a meanie-bo-beanie and killing more people.
(As you can see, he is in fact, a meanie-bo-beanie this is manga facts people)
Naruto would have also lost VOTE 2 if Sasuke was being especially meanie and killed him or died still angry at Naruto. Why would he lost? Because Sasuke blew off their arms. Why did he blew off his arms. Because ACCIDENT, that why. Enton powerful stuff so when they collided he blew up his and Naruto's arm.
(This where Sasuke make big mistake, blow each other arm up cause Sasuke too powerful.)
People say mind over matter or the Mind is stronger than the body. They are right. They are right because two people of equal power fought at VOTE 2 and one won over the other because the other's mind was not strong. Sasuke mind not strong because Itachi solo'd him too many times as a child.

As you see this mess him up so much he could not have a normal life. He could not have a normal life because Itachi had to kill his clan. But that not all. He had the obsession to be an avenger
(Not the one with Iron man, I did research on this he does not mean these guys. I double checked it)
This led him to not wanna be close to Team 7 who he saw as his family. He too obsessed with power that he neglect his feelings and everyone feelings. He saw them as weak. Even though Naruto proved time and time again that you can be powerful and have feelings and bonds and care for one another.

As you can see, when Sasuke wanna be friendly and help people he get stronger (Dimension hopping) he will be equal to Naruto in both mind and body forever as long as he doesn't be a meanie-bo-beanie and kill people If he does, Kishimoto will simply make Naruto use his full power in mind and body and make sure he don't get his way and make him cry again.
