I think he could, but the problem is, KN6 Naruto is essentially mindless which makes it easier to tag him and perform unexpected strikes which can give them the advantage as Minato can essentially suppress Kurama's Chakra. They have no other way to win other than that considering KN6 Naruto survived against the pressure of CT and tanked his own Bijuudama up-front.
