Gaara is the one with the most advantage here, him being a long-range fighter, having great supplies of his sand that he needs for his arsenal, a well-known defense system that only a few have ever breached and the ability to fight multiple enemies at the same time. With these restrictions, he'd also most likely beat these two in one-on-one. So gotta give it to him.

I think it is safe to say Gaara has the greatest chance out of the three to win.

1. Gaara(via shukaku)
2. Naruto(via gamabunta)
3. Lee(via gates and/or drunken fist)
4. Sasuke(via CS2)

Mid teir(the rest are all over the place)
Choji(butterfly mode)
Neji
Temari(don't underestimate her summoning jutsu she instantly took out a CS2 sound four and leveled a forest while she was at it)
Shikamaru
Kankuro
Shino

Low teir
Kiba(highest of the low tier, can't beat anyone from mid tier.)

Ino(good support atleast)

This isn't a team fight. 2 vs 1 Gaara loses 8/10. But since this is free-for-all deathmatch, Gaara remains superior.

They have no counter to this.

Naruto and Sasuke would go CS2 or kyuubi cloak(Naruto can't voluntarily anyway) right from the beginning and by the time they did Gaara would have Sand tsunami ready by them.

Naruto can't touch Gaara and Sasuke only has one jutsu, and that one jutsu doesn't even mortally wound Gaara nor is it spammable.
Also you have to realize that Gaara was mentally unstable when he got hit by gaara, if it was current Gaara he wouldn't be freaking out about being wounded for the first time ever, he would capture Sasukes arm(which he did even when mentally unstable) and the he would crush Sasuke's arm. He also has a better defensive jutsu that is perfect for a linear jutsu like Chidori. Rasengan isn't even suited for gaara's defense. Sasuke's is perfect because chidori pierces gaara's flexible yet sturdy defense. Rasengan doesn't pierce it expands and grinds which won't get it past gaara sand defence.
