The population should have realized at that point in time that it was ill-advised to have the government involved in the institution of marriage.
Each state should have opted to cease issuing marriage licenses and to simply offer contractual arrangements regarding powers of attorney (who can make decisions if I am incapacitated) and wills of possession.
