I think Kishi made him lose his arm so he would restrict him a bit from being a bit too Op. Same goes to Naruto because we have not seen him go to his strongest form. Its all done to balance the power levels out.

One thing bothers me though. Why did Sasuke and Naruto need to go through so many changes as adults? When majority of the characters in this series kept the same look as they got older. I mean it just does not make sense to me? Sasuke and Naruto were already looking like iconic stars when they kept there original hair. It would have been better for Kishi to just mature there faces and change the attires. Yet no.. he had to make them go through puberty.
