Well, I think Kishi is just using this as way to remind us about Itachi (which seems to be a recurring theme in this manga..)

All shinobi are killers... which is an obvious sin. The only people with a shot of "heaven" are civilians by real world standards.

However, with that said- there is no heaven and hell in NV. Zabuza's idea was wrong and he went the same place as Haku (Pure World).

There is only a purgatory-like state (where Sakumo was when Kakashi met him during the Pein invasion) and the Pure World (where Nagato, Sasori, and all the other Edos bar Itachi were called from).

The purgatory-like state is for souls that felt guilt (Sakumo for commiting suicide and leaving Kakashi alone, Itachi for lying to Sasuke and pushing him away) but they can move on to the Pure World once they get closure. Which is what happened with Edo Itachi.

ot: Itachi would just be glad that Sasuke found some happiness by starting a family. However, from a literary standpoint that is not really a good move to make. Sakura doesn't know a thing about Itachi, so all original meaning behind the gesture is lost.
