Itachi's is the best not because of his potency with it (which is pretty crazy) but his intellectual capacity. His genjutsus are closer to reality and more intricate than any other character cuz hes a freakin genius.

You probably already know this but Itachi is super OP with genjutsu. Half of the time when I see him fight I wonder if it's reality or just a genjutsu, like during Sasuke vs Itachi and every time Sasuke landed a hit it turned out to be a genjutsu. Itachi is also very creative like when he fought Naruto, Kakashi, that old lady who's name I forgot, and Sakura. He used a clone to deeply a genjutsu. When the clone got defeated and that person smelled the smoke became capurted in a genjutsu which was the most creative use of a clone, I had seen.

the only one who makes them with a finger then....It does not need rinnegan, power ups etc is the best.

Sasuke: Most powerful Genjutsu in terms of power
Itachi: Most Scariest and skilled in using genjutsu(Tsukuyomi)
Shisui: Most powerful but cant be used for many times so he comes short of Sasuke
Kabuto: Skilled in genjutsu comes short of itachi

Sasuke is able to do this thanks to rinnegan and power ups Rikudou, but in skills is much lower than Itachi.
