Why is Tsunade considered most powerful Kunoichi?

I think that was said in Part 1 or somehow NaruWiki stated this, however Tsunade falls behind Konan and Mei. And I don't consider her arsenal as "powerful". Mei has 2 KKG and Konan can spam paper bombs.
Besides Tsunade is more of an support type to me as the war proved it.
Any thoughts?​

Tsunade has probably the best stamina and durability not counting jinchurikis in the entire naruverse. She is the most skilled medical shinobi and has immense battle experience. Tsunade also has insane amounts of physical strength with her chakra control. I think she does deserve the title of strongest kunoichi.

Sakura directly tanked a paper bomb with no Byakugō and Konan's arsenal is shifted towards espionage and capture, not kill or combat. Mei has shown no evasion feats and is vulnerable in Close-combat. Tsunade is 2nd strongest Kunoichi. Sakura is first.
