@bold Sasuke never admitted Naruto being a better ninja. He said "You had something I was missing". So it's obvious that he was speaking of some attribute that Naruto had but Sasuke didn't. And that attribute is no way power related, because Sasuke wasn't "missing" anything power related. In fact, Sasuke had always stayed ahead of Naruto in terms of power.
