Feats and hype are putting Sasuke above NAruto at every turn in Gaiden. Naruto is rusty, has lost his battle sense and RSM. While Sasuke has improved, Bolt is only adding icing to the cake.

If he's rusty, why compare a rusty Naruto to him then? and by that I mean if he is infact rusty for good then Boruto's comparing Naruto who's out of his prime to Sasuke.

That's evidently the case. Naruto peaked a long time ago. It was obvious since he gained RSM and all his abilities at once he would peak quicker as well.
