Luffy is just situational. While Naruto is in this state in a permanent manner.

Luffy's manga tends to go in the comic side of fantasy. While Naruto's stays bound to reality a lot more than One piece.

You can't compare these two because they live in different worlds and each has its type.

Don't get me wrong naruto is definitely a badass specially when he is angry. But being kind is not badass, it shows your love and feeling for others.
