He would fight for the will of fire with everything. It's people like Danzo that have kept the Leaf on top of the shinobi food chain. Fodder mentality breeds fodder ninja. Where there is war there must be also hate. As Madara stated. Look at Hiruzen's reign for example. He was all 100% diplomacy and that lead to a massive disaster. Diplomacy works for Danzo but he also will bring justice/war to keep the leaf safe. This is how NV works. It's a world where 6 year old was told to fight in war. People won't change. Fear is sometimes needed to keep the weak willed in check.

Would the Sound 4 even be able to get into the village if Danzo was Hokage? Same for Sasuke leaving. On Danzo's watch, most of the problems in the NV wouldn't happen. The man regulates to hard to allow mistakes.

He says he does it for the good of the village when he does it for himself to become Hokage in some twisted Communism. I can agree he would do some things that can be solved immediately but he prevented Shisui on changing the Uchiha Clan's minds. He's a selfish f**k with Hashi Wood Goo.

He prevented Shisui from changing Fugaku's mind. The entire clan was hyped on attacking the village. Shisui wouldn't be able to genjutsu all of them.
