It's hard to say but I'm going with anime. The majority of tv shows fights fail in comparison to the majority of anime fights.

Movie fights are another story though, they're usually done well. For TV shows its rare.

Anime takes it I think. I'm not a TV guy, so I can't say I've experienced these fights, but in TV, it's merely actors and whatever special effects they can muster. In superheroish fights, they're limited, whereas drawings are not. Anime can capture the superhuman feel while still being detailed. In some cases, it's even more detailed. Take these fights for instance.

How many TV fights can be this fancy, while also being this in-depth and tactical?

Well, I'll watch things on Netflix such as Doctor Who. I just make my primary action genre anime.

It's much closer with movie fights. If we're going with older movie fights like the original Spiderman movies, they're kind of bad at capturing the superhuman aspect. You don't feel their power or speed. However, the recent superhero movies are actually capturing it. For instance, Man of Steel and Amazing Spiderman 2(most underrated movie ever). The team fighting in the Avengers 1-2 and X-men have also been fantastic. I'd still say Anime has the edge though, as they have benefits of animation having no real limits. Anime still has the edge though, as they have benefits of animation having no real limits.
