my personal Opinion : he was going to kill everyone there and attack Konoha...



but ironically : Nagato would be the one to save everyone ,since he needs to capture kiyubi..



Conclusion : Even if Tobidara (the 2nd Madara in his form Tobi) didn't controll Kurama during his attack on konoha, kiyubi was going to do it with his free will...


Remember?? : kurama was the one who murdred naruto's parents......but of course Naruto chose to be his friend in the end....

Simply put, Nagato would of strengthened the CT that encompassed Kurama and most likely captured the 9 Tails.
