The reason he can't acknowledge anything beating DBZ is because DBZ is the subject of his own blatant admiration and wish fullfilment. He's extremely self-conscious of his status as a midget compared to even high-schoolers. Every time he has to talk to someone, they stand above him like mountains and that makes him feel really insignificant and powerless. This is where DBZ comes in. It's a completely bland show with completely bland characters, but they can blow up planets. They have power. Due to the blandness of the characters, Billy finds it easy to imagine his own self as a character of the glorious DBZverse and that is when even Billy can feel powerful and important.

It's sad so don't bully him about it. Unless you really have to bully him, which you obviously do so please keep bullying him. After-all, we all strive for personal enjoyment. To bully Billy is something completely humane.
