He screams to be a water user, I couldn't help myself. That and he looks badass too, I like the character look wise anyways as we don't know anything about him. I have my fingers crossed that he is from Kiri!

Like I said it's a clever idea to make him before we know what he can do. Yeah he does look like a Water user, I thought he might be Chojuro's son. But he could be from Konoha since he's there a lot :/

Yeah a lot of people are saying Toneri, that moon guy Otosuki clan member. (Spell check) And a few are saying Oro/Kabuto simply because of the eyes and sneaky-appearance. There have been a lot of hints in his wear that he is very similar to Toneri, but that's probably Kishi trolling us. For all we know, he could be a spy sent by Orochimaru or something like that. Anything could happen at this point, and since its a clean slate manga wise, anything could happen.

Because that's not how they are, they're cannon characters therefore they're tied to their cannon abilities (bar the basic five), if they have anything special. You can't have a Naruto biography without the Kyuubi, or a Muu biography without Jinton. And if the abilities do get revealed, and they're biography test worthy, he will have to test for them.

People had Tobirama bios before we learned about his FTG, they would have to test to get it, why can't Moofy do the same with this bio? He took the initiative and made it now.
