Yes Minamato putting the world in danger is more of a threat than one fodder human getting experimented on. And the person Orochimaru is experimenting on the person voluntarily consented to it, and in that day and age if you consent to something, screw everything else it's your fault for consenting to it, now if orochimary forced it like all his other subjects then that's a different story.
