1. The animators are free to animate whatever they like, they are incredibly talented and hard working and should be respected
2. The anime quality is higher when the more skilled and experienced animators make it, and fight scenes especially (like guy vs madara) will need a huge amount of inbetween drawings and will have very complicated boards. In short, animators need to put a huge amount of effort into giving us high quality anime (11 hours a day, and if they have to be called in at 1 in the morning to meet deadline then so be it. Not that you could tell that with the pay - a child couldn't live off it. Oh and it's perfectly normal for an animator to need to go to hospital form exhaustion - related issues and for animators to be working to the point of puking).
3. However, as all the best animators are busy working on Boruto the Movie they cannot give the time to produce high quality canon animation.
4. So instead of ruining important canon, they give us "filler" at average quality and try to keep boarding requirements simpler. Therefore, filler is in the viewer's best interest.
5. There is actually very little element of trying to "milk as much money", otherwise they wouldn't have Boruto the Movie as the last movie they would keep it going. And even if they are, read point two, and always support official releases
