It was Uta. He said "To me, even now, he [Kaneki] is a special customer." He was referring to in part one his motive for going with the squad to save Kaneki from Aogiri was because he was a special customer, plus in the page right after that one we can see Uta sent Kaneki his mask.

As for Touka...I have no idea what she meant by that.

Same here. Those clowns must be plotting something. Uta's personality change is scary. Up until Auction Raid, I though he was a "good" ghoul, but now I just don't know what to think about him.

Ishida is doing a great job with Uta. No one can say for sure if he is good, bad chaotic neutral or whatnot, if he is lying about everything or always telling the truth and what his real motive is aside from having fun with the clowns. Even his mask supports all these since it shows nothing too.

People are saying Uta is very important and actually helpful in Kaneki's Fool journey since he is supposed to be the Sun. I haven't really read to much about it though to form my own opinion so just throwing it out there.
