As i said in my first post in the thread. It's a hard question but Sakura gets the edge cause she's spent far more time with her.

Also what makes think after years of knowing Sakura, even seeing her grow into a woman that Tsunade doesn't see Sakura as her daughter?

Many private teacher care for spoiled rich brat more than their own kid just because they have spent more time ?
Naruto to Tsunade hold very deep meaning of life and we reader, most people, see that clearly, as if she is Naruto mother/grandmother.

Sakura has been spent quite of time with Tsunade, but that is just for training part and assistant part as we know. Has very little to nothin connects to family bond which Naruto clearly had it with Tsunade.
And the subject here is who care more for who. Im sure as major reader we see that as clear as day, Tsunade will always be there for Naruto.

She loved Dan romantically and as family. She loved Nawaki as family. She feels the same way she felt about those two in multiple aspects that she does for Naruto.

Her IT dream was her and Dan.

You're mistaking quality time for the quantity of time. More heavy moments have been in between Tsunade and Naruto than Sakura could ever hope to compare. They've put their lives and rank on the line for each other multiple times.

Surely by now she does. Times passed, she got over their deaths, and has new bonds.

None theless, who she cares for the most is a hard question, but due to spending far more time with Sakura i give Sakura the edge over Naruto.
