No it wasn't, kyuubi's entire existence was split in half, the kyuubi in naruto was always 50%.

Another example is the juubi, even though chakra regenerates the juubi obito had was weaker than madara's because madara had the hachibi and yang kyuubi while obito only had pieces.

When an existence is split the chakra can never return.

Look at how large kurama is when hashirama fought madara and compare it to naruto's bijuu mode. Anyone can clearly see that it shrunk.
