The guy has Kamui , FTG and some of the black rods power (restricting movements) , plus his mini juubis that he controls also have Kamui.

The guy is a crazy scientist , he has a laboratory and he thinks that "evolution=war , end of evolution=peace" , crazy.

The guy can be one punched and die.

Mini juubi seems to be the head , cause it's him who decided to take "these ones with" him.
If the guy was the leader of the mini juubis , this mini juubi would have said "I'll save Akatsuki-sama" not "these ones".

How the hell was Sakura able to hit the guy?
With all his eyes over his body , with the connected eyes of his "son" and mini juubis , he should have seen Sakura coming...

Not super god level but Naruto trusted wrong person to do the job, he should have done it by himself.
