The enemy is really sly, and rightfully strong as a villainous role. Maybe, not as strong as Naruto and Sasuke, but since they didn't have much knowledge on his powers, and perhaps underestimated him on top of that, they got owned.

They weren't Sasuke had his sharigan and Naruto waa in biju mode. Lol they weren't underestimating them, he probably felt as though he was below them.
By the way Sasuke one shot shin son shin with basic fireball technique.
