They're clearly holding back. Not jumping into your strongest modes/using your strongest techniques as soon as any battle starts doesn't mean they're being nerfed.

It depends on the opponent. Since this guy is landing hits on them then he's clearly way above the norm + based on some spoilers Sasuke got hit from protecting Sarada.

Sasuke even said during that battle "let's see what they're capable of" He's just testing the waters. Then Naruto answers Sarada's astonishment with "you haven't seen nothing yet". It couldn't be more obvious that they haven't shown their full strength. Only a moron ninja would reveal everything to a new enemy, there could be other enemies spying on them to discern weaknesses in their abilities and find their Achilles' heel.
