Correction, He has mantara which is a watered down version of CoO. Luffy managed to bypass boa hanock's sister's CoO with G2 meaning reaction speed is one thing sanji has over enel too.

Read what I said again bro, enel couldn't sense luffy nor sanji when they were inside his ship thanks to the big energy engine. Sanji was able to sense every single shark around the area. Plus being able to sense caribou in the fishman island.
