They might have a special function when Kaguya is leading them. You have to ask yourself, "how can Zetsus use jutsus when they're actually chakra-deprived people?" They might gather natural energy or something. I suspect that under Kaguya, they could bolster her power, or she could bolster them or something.(otherwise, it would be stupid)

Zetsu can't betray her. Technically, she gave birth to a new race. A race that shouldn't have disputes among themselves in search of things humans fight over.

Think about it, no way an armies of her rival is stronger than her and she cant defeat them alone to the point that she need her own armies to fight them.

Yeah I know. But she was all powerful. And I dont think thousands of WZ she create is to fight one person only, her strongest rival.

And then if she create WZ for fighting his Rival armies, but I think she has enough power to kill fodder armies like using TSB, dump them inside lava dimension or gravity dimension or teleport all of them inside Desert dimension and left Kaguya with her Rival alone.

I cant connect all this properly.

You also have to keep in mind that using big moves like that (assuming her rival has an army) to wipe fodder could drain her...leaving her at a disadvantage if her rival is as strong or stronger than her. Some of those wouldn't work on a mob of Kamui users
