Sasuke and Naruto definitely lost their rikudo chakra

They both slowly used it up at the end of the war. Why do you think Naruto couldn't regenerate the Gudou Damas? Because he was using borrowed chakra, the Bijuus inside him can regenerate chakra but Rikudou himself does not reside within Naruto and therefore cannot replenish his own chakra within him. He used it up and so did Sasuke. What you see now with Naruto is an advanced version of his Kyuubi cloak that instead combines all the tailed beast chakras. Sasuke may not have his rinnegan tomoe activated, but if he can't activate tomoe I'd presume it is because he used up his Rikudou chakra as well in his final battle with Naruto.

I think Sasuke can now deactivate the tomoes of his Rinnegan, that's all. He surely has them. And Naruto's RSM was clearly shown in the previous chapters.
