Naruto and sasuke

These spoilers prove that naruto and Sasuke are holding back. I mean first naruto doesn't use his full power and doesn't summon the other bijuus chakra or the goudodama and now Sasuke doesn't activate the tomoe in his rinnegan. They're clearly holding back.

Or Naruto would rather not drag the bijuu into battles that don't involve them. (They have been used as weapons enough) and Kishimoto could have just made a mistake with Sasuke's eye. It's not like it hasn't happened before

He didnt show them in more than one panel.Doubt its an art mistake especially in the closeup which zooms on his Rinnegan

Yes, because in the early chapters of Sasuke's rinnegan he had 9 tomoe instead of 6. I remember that much.

I don't think not showing his tomoes in two different panels close-up would be considered as a mistake.

Kishimoto has screwed up Sasuke's eye more times than I care to take note of . Him falling back into his old habits after such a long vacation is much more likely than something major happening without lead up or explanation :|

That was just Madara's visualization. When someone is talking about something, a depiction of their perspective is shown or just a general conceptual image in relevance to that. For example, when Madara was talking about Naruto's Six Paths Senjutsu, he never saw Naruto from behind, but still the depiction showed Naruto's cloak with 9 tomoes and the Rinnegan, which was just a representation of that power or Madara's thinking.
