Sasuke needed to Preta the chakra of the Bijuus to even the gap between their powerups. Arguably, before the Rikudou event, the scaling was like this.

BSM Naruto > BM Naruto >=< EMS Sasuke

Sasuke got half of Hagoromo's chakra and a Rinnegan. Naruto got the other half, Rikudou Sage Mode and the Bijuu's chakra. Rinnegan, the height of Dojutsu prowess, should rival the height of Senjutsu. Too bad double Rinnegan >>> A single one. On top of that Sasuke was a noob at using it while Naruto is adept at Senjutsu (and considering Rikudou SM basically gives you an understanding of everything...), only Gudoudamas being actually a new tech. Consequence? Sauce had to save his ass with the Bijuus due to Naruto being suddenly able to absorb the planet's whole Nature Energy. Not to mention that he wasted a good chunk of his chakra using PSs againts Kaguya and Madara while Naruto had a nice fox inside his stomach to aid his reserves (and his supporters actually say he was completely exhausted).

Before the Sage power-up, the scaling was like this:
BSM Naruto = EMS Sasuke

What you're talking about is just the difference in chakra, not difference in powers. Completely wrong point of view there...

Sasuke = Sasuke's chakra + Sage's chakra
Naruto = Naruto's chakra + Sage's chakra + Half Kurama's chakra + some of other 8 tailed beasts chakra

There's a real lack of balance in that chakra distribution. Sasuke's Preta Path absorption and collecting bijuus' chakra was only to balance that disadvantage in chakra. Not powers. Plus, Sasuke now mastered Preta Path, so he has essentially just as much chakra as his opponent.

That portion of tailed beasts' chakra was only an additional chakra reserves for Sasuke to use it for his own techniques. Whereas Kurama gave Naruto chakra (so much of it), and on top of that, it endowed Naruto with its own powers as well unlike Sasuke's portion of tailed beasts chakra. Add that to battle strategies, advises and information giver, and it changes everything. Not to mention the most important factor that Kurama wasn't just an additional chakra reserve, it also collected natural energy to a beastly amount while Naruto was busy in battle.

You really can't compare a portion of 8.5 bijuus to Naruto's Kurama.

That wasn't the scaling, Naruto was about half or least than half his power both times he went BSM. First time is when Kurama was out-low on chakra and had to borrow some from Yin Kurama then both gave chakra to the whole alliance which was comparable to Hashirama chakra volume. Sasuke showed jealousy of the power Naruto had when he wasn't even at full power. The God tree absorbed that chakra then Yin Kurama gave Yang Kurama more chakra so EMS Sasuke was displayed equaled to a non-full power BSM. They are on the same level but Naruto is more powerful.

As for your example on their chakra, Naruto's own chakra wasn't a factor, Yin Kurama already said Naruto used it all during the war. Also you have to take in account the power of the chakra. Sasuke's chakra is more powerful than Naruto's while Naruto's chakra reserve is higher than Sasuke's. Sasuke's chakra did increases/become more powerful as he gained MS, EMS, and Rinnegan. Naruto can increase the power of his chakra or use stronger chakra by using either Senjutsu or Kurama's chakra. Both chakras increases Naruto's physical capabilities to levels comparable to gods like Madara and Kaguya.

You can compare portions from 9 Bijuus which are all powerful chakras which all powerup Sasuke's jutsus (Yang Kurama alone powered up jutsu power 3x-6x+ now add in the other 8 Bijuus. Neither were at full power but Naruto had more of his power restricted than Sasuke and he used a lot more chakra than Sasuke had in their past fights. They're on the same level but Naruto is the stronger of the 2 but with that said; we have seen ninjas who used strategies to beat foes stronger than them such as Sasuke, Naruto, Kakashi, Shikamaru, Neji, ect...

It's very simple. Dantee mentioned it kinda. The nature of naruto's power up allows him to go full power. He comes right out of his meeting with the sage with rikudou chakra and RSM and as you naruto fans have pointed out multiple times, universal knowledge of chakra. This means he pretty much came out knowing everything he could do( or had access to said info) as evident when he god-healed kakashi's eye and prevented gai from dying.

Sasuke on the other hand didn't come out so lucky. Sasuke = naruto. So at full power they are both equals. But sasuke did not get universal knowledge of things. He got a rinnegan of which he doesn't know all it's abilities. Some of these abilities were even restricted cuz his rinnegan was new.
All this and the fact that naruto has a collosal amount of chakra put sasuke at a disadvantage. Yet he handled that pretty well i would say. Skill and ingenuity bridges the gap.

This ^. Naruto already had 9 tailed beasts chakra in him but he lost it after the fight which is why he lost RSM. Sasuke needed to bridge the gap between their powers because Naruto instantly gained all his powers at once. Sasukes rinnegan doesn't talk to him in battle so he didn't know how to use all the paths yet.
