It doesn't matter one bit what character tops the power-chart. What matters is full-motion animated battles that are not shit to watch. Sadly, full-motion battles only occur once every 50 episodes or so.

Sasuke's chakra potency has always been greater than Naruto's. So that wind > Raiton thing is an iffy argument.

Not to mention saying Kishi established powers with 100% certainty that no lifes like us would still be debating is a stretch. Fact is the two have been portrayed as equal regardless of their questionable abilities.

Ever since Itachi's death, it really all came down to him be skilled with his power. During the war, Sasuke was basically adapting to his ems. Then after having the rinnagen for an hour, he was able to put out some damn good ass result.

Skilled + 12 years of training > Being strong + 12 years of training


So unless Naruto's chakra strength have gone up tenfold or he got a new fighting style since his last fight with Sasuke, I'm not seeing him stalemating or beating Sasuke at all.

Please telling me you're joking, anyone with a brain would know Naruto is saying the samething Hashirama told Sasuke about Itachi being a better ninja than him; Itachi level is far below Hashirama by 3 or so levels like any other Kage level ninja yet he still said that. Naruto is talking about Sasuke being able to put the safety of everyone over his own happiness which would be to be there for his kid, that's why we see the flashback which Naruto remembers before he goes to talk to Salada. Naruto is the strongest ninja alive.

I don't think skilled is the right word but I know what you mean. It's not like Naruto isn't skilled, he's just not as much as Sasuke. While Sasuke isn't as strong as Naruto. They both make up for their weaknesses.

To be a superior ninja you have to be

Smarter
Stronger
and healthier.

Naruto called Sasuke superior, therefor all of the above applies to him.
