The core anime staff is still working on the Boruto film (they probably have around 40-45% left to animate before the film is complete). Like what happen to this week episode have crappy arts and animation was so damn lackluster. As a result, this episode was outsourced to another company.

And by the time they finish the Boruto Movie in Augest, we'll reach to the point where the Infinite Tsukoymi have been casted.

Guy vs. Madara and Naruto/Sasuke vs. Madara unfortunately may be negatively impacted animation quality wise due to the Boruto film. However, the Kaguya battle and Naruto vs. Sasuke will be safe, as they will be long finished the film by the time it comes to animate that content.

Honestly, I find it better to continue with the filler arc that will stall enough time for top staff to return in order to ensure this fight will have best quality.

EDIT: There's a popular misconception. The Last didn't really begins the full production process until after #375 (Obito vs Kakashi) ; that was the final episode of such high quality animation and then that's why most of the following episodes looked so lackluster.

Episode 375 had amazing animation (Kakashi vs Obito) while the last was being animated.
Unfortunately I just recieved an info by my friend who was a reliable source and apparently there's misconception on your statement. The last has been in production for 2 years. Plus if it takes 6 weeks just to animate 1 episode, how long do you think it'll take for a movie?

He/(she?) never said it was absolutely certain. He/(she?) said that it MAY be negatively impacted animation wise. "MAY" does not equal "CERTAIN".

Better animation/animators probably costs more ¥ens, and the serie on tv will be watched anyway.
But they could use the good animators for Shippuden until after Gai's episodes and postpone Boruto movie for later date until they have more money. :| It's not like people are in any rush for Boruto movie. They would rather see good animation in Gai vs Madara first. :hmm:
