Kamui, Kotomatsukami, Amaterasu, Tsukuyomi... Every MS user got some sort of unique ability. I used to think you needed both Amaterasu and Tsukuyomi to awaken susanoo. I remeber back in like 2012/2013 when Madara was resurrected, everyone thought he had Tsukuyomi and Amaterasu.

Doesn't really make sense that Madara wanted to cast infinite Tsukuyomi yet doesn't actually possess the regular Tsukuyomi. Logically he should have it, I don't know why kishi didn't bother.
