Naruto has the ability to control the cloak mentally (as you say) to say he cannot control the claw because it is a claw is redonkulos. Unless of course we're gonna play memory games and forget that he did so against Sasuke. So I'll ask again, what proof can you present me with that says he cannot control the chakara claw without physical movment, when he's already moved that cloak mentally against Amaterasu?

Naruto did not physically move the Amateratsu. He extended it off using the cloak. He didn't wind his arm back and extend it. He merely leveled it away from his body (probably so it wouldn't spread) and removed amateratsu.
